The book reviews the evolution of the Spanish educational administration from the creation of the Ministry of Public Instruction and Fine Arts in 1900 to the generalization of educational transfers to the Autonomous Communities in 2000. Each chapter examines the active central administration and, where relevant, the peripheral administration, as well as reviewing the consultative administration. Likewise, the educational policies developed in each historical period are described, relating them to the political circumstances that determined them. After the birth of the Ministry of Public Instruction and Fine Arts, the attempt of administrative modernization of the Second Republic continues. After the Civil War, the first Franco regime reinforced bureaucracy, hierarchy and administrative centralism from the Ministry of National Education.
This bureaucratic model, and its failed evolution towards technocracy, will be exhausted in the late Franco era, when the new Ministry of Education and Science was created and the General Education Law of 1970 was enacted. The democratic transition to democracy brought a new attempt at administrative modernization, which was linked to the birth of the Departments of Education in each Autonomous Community at the end of the 20th century. Note about the author: Jaime Antonio Foces Gil holds a PhD in Philosophy and Educational Sciences from the UNED, is a professor of Secondary Education and associate professor at the University of Valladolid in the Master's Degree in Psychopedagogy and in the Master's Degree in Inspection, Management and Evaluation of Educational Centers and Organizations, as well as in the Bachelor's Degree in Primary Education. He is the author of several books and articles on constitutionalism and education, educational policy in the autonomous state, regional inequalities in Spain and educational conflict resolution.
